is possible tap usb drivers / resources windows console app (win32 c++)?

i detect connected hardware, send , receive midi usb keyboard. don't want build complete gui app small needs test own hardware on perf board. main purpose test software written pic microcontroller, it's faster debugging, rather compiling , running chip zif socket tot zif socket.
